The building is an abandoned water treatment plant. There's a good amount of graffitti around, but it looks fairly fresh for the most part. Not too much traffic in there. Here's some pics.
A student of civil engineering in water resources and urban infrastructure has to ask why such a building has been abandoned, and what replacement infrastructure is the community using in it's place?
